You cannot mix --dev tun and --dev tap on different ends of the connection. Use one or the other consistently. Most of the differences stem from the single fact that a tun-style VPN is a non-broadcast, point-to-point IP-only network, whereas a tap-style network provides a fully virtual, Ethernet-like network with broadcast support. TUN is fine for your needs. TAP is only needed for very particular scenarios. Make sure you run the OpenVPN client as Administrator, otherwise it will be unable to apply the routes being pushed to it by the OpenVPN server.
